Idaho Massage Therapy Licensing Requirements

Idaho Code § 54-4015 bars local professional licensing requirements for licensed massage therapists; general local business, zoning, public-health and safety rules still apply.

Credential

Licensed Massage Therapist

Credential requirement

Idaho requires a massage therapist license for compensated practice and protected massage-therapy titles, subject to statutory exemptions.

Minimum education

500 hours

Approved education

Applicants complete a registered 500-hour massage program. Current IDAPA 24.27.01 allocates at least 390 in-class supervised coursework hours and 110 supervised clinical or fieldwork hours; clinical service begins only after 20 percent of instructional hours and remains supervised.

Examination

The Board accepts a passing score on MBLEx, NCETMB, NESL, NCETM, or an examination the Board deems equivalent.

MBLEx relationship

MBLEx is an accepted national licensing examination; it is not itself the Idaho license.

Application

Apply through DOPL, submit the application and fee, document qualifying education and examination, and use the provisional-permit or endorsement path only when its conditions are met.

Application fees

DOPL's fee table lists $50 application, $130 initial license by examination (two years), $150 initial license by endorsement, $130 biennial renewal, $25 provisional permit and $35 reinstatement. A provisional permittee pays $75 and, after passing the exam, the $130 license fee with no further application fee.

Background check or fingerprinting

Section 54-4009 bars licensure after a conviction, finding of guilt, withheld judgment or suspended sentence for a crime deemed relevant under § 67-9411(1). The reviewed massage sources do not require a routine fingerprint submission.

Reciprocity or endorsement

Section 54-4010 lets the Board license without examination an applicant licensed or certified in good standing in another state whose requirements are substantially equivalent to Idaho's. The Board's FAQ states that California applicants do not qualify for endorsement and should apply by examination.

Additional requirements

No statewide practitioner liability-insurance mandate or separate massage-establishment credential was identified in the current massage chapter, rule, or Board guidance.

Cycle

Licenses are issued for two years and expire on the licensee's birthday. DOPL phased the change in from May 19, 2025: licensees born in odd years moved at their 2025 renewal, and those born in even years received a one-year 2025 renewal and move to two years at their 2026 renewal.

Renewal fee

The biennial renewal fee is $130. The $65 annual renewal still in the fee table applied to the one-year licenses issued during the 2025 transition. Reinstatement is $35 plus the two-year license fee.

No recurring massage-specific CE subject requirement is stated in the current operative rule sections.

Scope of practice

Idaho Code chapter 40 defines massage therapy as compensated structured touch and soft-tissue manipulation within the statutory scope.

Protected titles

Practice and protected massage-therapy titles require an Idaho license, subject to statutory exemptions.

Restrictions

Section 54-4004 bars diagnosis; chiropractic adjustment or skeletal manipulation; therapeutic exercise and medical therapeutic modalities such as medically classified devices, mechanical traction, laser and light therapy, electrical stimulation and ultrasound; and prescribing or applying pharmaceutical agents. Student clinical work is supervised, and licensees follow the NCBTMB Code of Ethics as incorporated by the rule, except section XVIII.

Municipal or local requirements

Section 54-4015 bars local governments from setting professional licensing requirements for licensed massage therapists; it does not address general business, zoning, public-health or safety rules.
