The Massage Therapy Practice Act preempts local professional licensing standards but preserves generally applicable business, zoning, health, safety, and establishment regulation authorized by law.

Minimum education

500 hours

Approved education

Applicants document at least 500 hours of formal massage education from a state-licensed massage school; out-of-state education is reviewed through the reciprocity pathway.

Examination

Current Board web guidance lists MBLEx or an NCBTMB examination, while the operative rule text names MBLEx for initial licensure. Confirm the currently accepted examination with the Board before arranging scores.

MBLEx relationship

MBLEx is the examination expressly named in OAC 175:20-5-1; the current Board page also references an NCBTMB examination, creating a bounded guidance-versus-rule discrepancy.

Application

Submit the massage application, identity and lawful-presence documents, education certificate and transcript, examination score, professional-liability evidence, current OSBI criminal-history report, and fees.

Application fees

The current massage page lists $100 for the initial two-year license, $100 for biennial renewal, $15 additional for out-of-state education, $10 late penalty, $10 duplicate, and $5 for a lost renewal form.

Background check or fingerprinting

Applicants submit a current Oklahoma State Bureau of Investigation criminal-history information report, including sex-offender and violent-offender searches; the report must be dated no more than 30 days before application. The reviewed massage rule does not identify fingerprint submission.

Reciprocity or endorsement

Oklahoma does not use license-for-license reciprocity. An out-of-state applicant follows the reciprocity application and must meet the substantive original-license requirements; out-of-state education adds the current fee.

Additional requirements

Applicants and renewing licensees maintain current professional-liability insurance. Board pages differ on whether massage-establishment applications are presently being accepted, so confirm live establishment status directly with the Board.

Cycle

Massage therapist licenses renew every two years and expire on the last day of the licensee's birth month.

Deadline model

Renew by the birth-month expiration with current insurance and CE evidence; the penalty begins after expiration.

Fees

Biennial renewal is $100; the current page lists a $10 late penalty and $5 lost-renewal-form charge.

Continuing education

A licensee completes five CE hours per year, yielding ten hours across a normal two-year license period; qualifying education may be in person or distance learning.

Required subjects

CE addresses massage scope or related business practice; CPR and first aid qualify when a full certification course is completed.

Documentation

Renewal requires verifiable completion evidence, and licensees maintain records until the next renewal application.

Carryover

Excess CE does not carry to the following licensing period.

Late renewal

A $10 penalty applies after expiration under the current massage page; renewal after a long lapse requires current Board confirmation.

Inactive license

The Act provides inactive status, but the current web guidance does not fully describe its application process; confirm with the Board before ceasing or resuming practice.

Scope of practice

Oklahoma defines massage therapy as skillful soft-tissue treatment using manual or mechanical touch, pressure, movement, thermal applications, water, lubricants, abrasives, and nonprescription topical preparations within the Act.

Protected titles

Only a licensed massage therapist may use the regulated title or massage terminology in advertising as provided by the Act.

Restrictions

The Act excludes diagnosis, high-velocity low-amplitude thrust, electrical stimulation, ultrasound, skin-breaking techniques, and prescribing medicines.

Municipal or local requirements

The Act contains a preemption provision; separately verify generally applicable local business, zoning, public-health, safety, and facility requirements.

Establishments and other regulated activities

The current forms page publishes massage-establishment applications, but the Board FAQ says establishment applications are not being accepted. Confirm live application availability directly with the Board before filing.
